A bottleneck, according to Webster's New Collegiate Dictionary, is a point of traffic congestion, or "a condition or situation that retards or halts free movement and progress. "This definition also applies to traffic on the information superhighway. On the Internet, bottlenecks typically occur when software cannot handle information as quickly as it is received.
